Yes i use water soaked newspaper cardboard paper grocery sacks to cover bare soil.
After the weed barrier fabric is in place you won t be able to dig the soil so do all your digging before spreading the fabric.
It will not allow weed to grow through.
Poke a few holes in it for water drainage after laying it down.
Unroll the weed mat on top of the garden area.
Then roll out the weed mat onto your garden bed and cut it to size with scissors.
Spot killers if you have a few weeds popping up through cracks in your patio or walkway pour a little bleach on them and wait a couple of days to pull them up.
First remove all the weeds from the area you want to cover.

Now peg it in place using either metal or plastic pegs.
On the subject of my veg garden i never till in the straw mulch as there is no need to.
Then cover with a thick layer of straw mulch for veggies wood mulch for flowers shrubs and the like.
